Rocky Sullivan and Jerry Connolly were tough kids who grew up together in the toughest part of New York --- Hell's Kitchen. Early on, Rocky gets sent to reform school, where he learns how to be a first class criminal. Jerry, who had escaped from the law, goes straight and becomes a priest. As adults, they reunite in the old neighborhood: Jerry works with the kids who, like he and Rocky, could end up on either side of the law. Propaganda film that relates the story, as told by high school principal Dr. Carroll to parents at a PTA meeting, of the scourge of marijuana. The tale revolves around Mae and Jack, accomplices in the distribution of marijuana, who manage to entice the local high school kids to stop by Mae's apartment to smoke reefer. The lives of all who are involved with this menace are inevitably shattered. One man becomes so addicted to the killer weed that the guilt over framing a teen for murder causes a judge to order him to be committed for life to a mental hospital! Magician Phroso's wife Anna leaves him for another man, named Crane, who fights with Phroso and leaves him paralyzed. Later Anna returns and he finds her dead, leaving behind a daughter.
