In 1985, the NSA's Dr. Parish's team trains paranormally gifted children in a new, secret Honduras base, where sergeant 'Uncle' Walter Golden is the closest thing to a parental figure for the eldest, most advanced boy, Malcolm, and his favorite Tracy. During director Bill Armitage's inspection visit, it is devastated by Soviet commandos. About fifteen years later, adult Tracy Wellman is a reckless private investigator and presents her boyfriend and protector, FBI agent Daniel 'Dan' Oliver, to her step-dad Angus, who never told the details of her traumatic amnesia at age 9, which still causes disturbed flashbacks. The FBI brings Tracy to -now- senator and presidential campaign nominee William 'wild Bill', who hires her discretely to retrieve his rebellious, since ten days missing daughter Rayanna 'Ray' before the press turns the story into an electoral nightmare. Rayanna is in the Congregation of Friends, charismatic, also psychic preacher David Mendez's New Age cult, and writes to dad he must leave her on Mendez's ranch in Yakima, Washington, or she'll turn to the press. Dan finds the cult is dangerous, building up an armory, and Mendez has absolutely no known past. Armitage asks help from Dan's boss Angus, who agrees he goes to ex-cult member Jeannette Long, in the witness protection program; they are attacked by helicopters while she tells Dan her ex-lover Mendez is in league with heavy criminals and obsessed with revenge on the senator. Mendez manages to rekindle Tracy's Honduras memories, says he's the late Malcolm's spirit in a dying Russian soldier's body and asks her help to stop Armitae and the likes by training enough people's psychic powers in the cult, finally revealing they are siblings. Yet Tracy refuses to become co-leader, calling David-Malcolm a schizophrenic brainwashing rapist, so she's tied up while the FBI including Daniel beleaguers the ranch, but Mendez has planned ahead... The film focuses on the war of two gangs in 1930s Harlem for the control of illegal gaming - one headed by black strategic godfather Bumpy Johnson and another by white ruthless hothead Dutch Schultz. Negotiations proposed by white syndicate boss Lucky Luciano never get under way, blood flows and Johnson gets jailed. For the past four years, San Francisco cop Jack Cates has been after an unidentified drug kingpin who calls himself the "Ice Man". At the Hunter's Point Raceway, Jack confronts Tyrone Burroughs and Arthur Brock. Jack kills Brock in self defense, but Burroughs escapes, and Jack is in danger of going to prison because Brock's gun can't be found. Jack finds a picture that proves that the Ice Man has put a price on the head of Reggie Hammond, who is scheduled to be released from prison on the next day. Jack tries to convince Reggie to help him clear his name and find the Ice Man, but Reggie says he won't help unless Jack gives Reggie the $500,000 that Jack has been holding on to for Reggie. Jack refuses to give Reggie the money unless Reggie helps him. After the bus that is transporting Reggie away from the prison is forced to crash by two bikers and Jack gets shot by the same two bikers, Jack forces Reggie to help him by having the hospital release Reggie into his custody. Reggie recognized one of the bikers as Richard "Cherry" Ganz, the brother of Albert Ganz, the escaped convict Jack killed years ago. Jack got shot because Cherry wants revenge for Albert's death, and Cherry and his partner Willie Hickok are the hitmen who have been hired to kill Reggie. Burroughs, who works for the Ice Man, was trying to hire Brock as insurance, just in case Cherry and Hickok fail. Blake Wilson, the head of the Internal Affairs division, obviously doesn't like Jack, because Wilson will stop at nothing to prosecute Jack for manslaughter in Brock's death, and it turns out that the Ice Man put a price on Reggie's head because Reggie knows who the Ice Man is someone Jack never expected it to be. Jackson suspects Dellaplane of masterminding a murder spree against local officials from the auto workers' union. Dellaplane's mission is to gain a political power base and choose the next president of the United States. Because of what happened to Dellaplane's son Sean, Dellaplane has taken a particular dislike to Jackson. Jackson gets Sydney's help in going after Dellaplane.
