A city is ravaged by an epidemic of instant "white blindness". Those first afflicted are quarantined by the authorities in an abandoned mental hospital where the newly created "society of the blind" quickly breaks down. Criminals and the physically powerful prey upon the weak, hording the meager food rations and committing horrific acts. There is however one eyewitness to the nightmare. A woman whose sight is unaffected by the plague follows her afflicted husband to quarantine. There, keeping her sight a secret, she guides seven strangers who have become, in essence, a family. She leads them out of quarantine and onto the ravaged streets of the city, which has seen all vestiges of civilization crumble. In the slum in Morro da Sinuca, a couple of days before turning eighteen year-old, Laranjinha tells his best friend and also orphan Acerola that he misses his unknown father. Acerola decides to help his needy friend to find his father and they discover that he is in prison convicted for killing a man during a robbery and near to be released on parole. Meanwhile, Acerola's wife and babysitter Cris is invited to work in Sao Paulo and she sees the chance to raise money to buy a house of her own; she tells Acerola that he must take care of their son Clayton alone for one year. When the owner of the hill and Laranjinha's cousin Madrugadao is betrayed by his right-hand Nefasto, he is expelled from the slum and Laranjinha and Acerola have also to leave the hill. While Madrugadao plots a plan to invade and recover the hill with the support of the gang of the drug lord from Morro do Careca, Acerola and Laranjinha unravel the past of their fathers. In 1970, near the World Cup, Daniel Stern and his wife Miriam leaves Belo Horizonte in a hurry and scared with their ten years old son Mauro in their Volkswagen. While traveling to Sao Paulo, the couple explains Mauro that they will travel on vacation and will leave Mauro with his grandfather Motel. Daniel promises to return before the first game of the Brazilian National Soccer Team in the Cup. The boy is left in Bom Retiro, a Jewish and Italian neighborhood, and waits for Motel in front of his apartment. When the next door neighbor Shlomo arrives, he tells the boy that Motel had just had a heart attack and died. Alone and without knowing where his parents are, the boy is lodged by Shlomo and the Jewish community. Through the young neighbor Hanna, Mauro makes new friends, cheers for the Brazilian team and sees the movement of the police and militaries on the streets while waiting for his parents. Justin that is a fan of the gardening, decides to clarify the crime until the last consequences, this take him to uncover dirty arrangements of the powerful, who threaten him and they drive him to make the decision of taking off his life in the same place where they killed his dear wife. Cidade de Deus (City of God) is a housing project built in the 1960's that--in the early 80's--became one of the most dangerous places in Rio de Janeiro. The tale tells the stories of many characters whose lives sometimes intersect. However, all is seen through the eyes of a singular narrator: Buscape, a poor black youth too frail and scared to become an outlaw but also too smart to be content with underpaid, menial jobs. He grows up in a very violent environment. The odds are all against him. But Buscape soon discovers that he can see reality differently than others. His redemption is that he's been given an artist's point of view as a keen-eyed photographer. As Buscape is not the real protagonist of the film--only the narrator--he is not the one who makes the decisions that will determine the sequence of events. Nevertheless, not only his life is attached to what happens in the story, but it is also through Buscape's perspective of life that one can understand the complicated layers and humanity of a world, apparently condemned to endless violence.
