Woody Harrelson narrates as This film explores the history of the American government's official policy on marijuana in the 20th century. Rising with nativist xenophobia with Mexican immigration and their taste for smoking marijuana, we see the establishment of a wrong headed federal drug policy as a crime issue as opposed to a public health approach. Fueled by prejudice, hysterical propaganda and political opportunism undeterred by voices of reason on the subject, we follow the story of a costly and futile crusade against a substance with questionable ill effects that has damaged basic civil liberties. An investigative reporter uses a ruse to meet Sara Fowler, a grocery-store heiress he's been writing unflattering things about. He gets her to start talking about herself and finds her down-to-earth and engaging, but before he can publish an honest and admiring story, she finds out who he is, assumes he's going to write more lies, and sets out to undercut him by announcing to the press that the two of them are married. In trying to get the truth out, he loses his job, the two of them spend time in jail, and the stakes escalate. Finally, he sues her for libel, and a court tries to set things right. In World War I, British-officer Michael Andrews is captured by a band of Kurdish raiders on the Eastern Front, and is rescued by a man calling himself John Stevenson, although he refuses to tell his name to Andrews. The two men form a strange friendship, and help save an entire Kurdish village from a massacre and also avert a surprise attack on the British army-unit stationed there. Andrews suffers a wounded leg and is sent to the British military-hospital in Cairo. He falls in love with a nurse, Rosemary Haydon, and she with him, but she is married although she has not seen nor heard from her husband in over three years. It is at this point that the man who saved Andrews' life turns up to claim his wife, who is Rosemary. The latter bids adieu to Andrews who does not know that the man he considers his best friend is also the husband of the woman he loves. But, by pure coincidence and chance, both Andrews and Rosemary's husband come face-to-face again in a remote garrison that is under an attack that appears to have the possibility of no survivors among the fort defenders.
