This film is a compendium of the facts and fiction of the events leading up to the disaster. For dramatic effect, Sabotage was chosen as the cause, rather than electricity lashing out at a couple of tons of hydrogen. Col. Ritter (George C. Scott) is called up by the German high command to settle concerns that a sabotage conspiracy is at work on blowing up the Hindenburg at some point in its highly reported voyage to New Jersey in the United States. Ritter moves into action by monitoring all the passengers as they board the lighter-than-air craft taking the opportunity to find out specifics about each one and reasons for traveling. After the craft is afloat, Ritter continues to look over the mechanics and the servicing of the craft doggedly determined to quell any possible problems. After determining that there is indeed a plot afoot to destroy the aircraft, Ritter responds by trying to get the craft to land and get the passengers off safely. The Apollo 3 crew are training when it is discovered that the Russians plan a moon landing. The Americans enact a makeshift plan to land a man on the moon first, using an older style Gemini spacecraft. Lee is chosen as the astronaut instead of Chiz, who was trained for the mission, because Lee has no military connection. Lee has three weeks to train before take-off, and will have to stay on the moon in a shelter for about a year, until an Apollo is ready to pick him up. He learns to read and write just to learn their location. He pays people to tell him where they're at. He even goes to prison to kill one of them. The figurative and physical presence of Hank Quinlan as the 330 pound sheriff looms all over. Quinlan is a fanatic where "justice" is concerned, even if obtaining it involves planting evidence. Quinlan's reputation for law and order enables him to bend the law without question until Vargas confronts him.
