Devon Butler is an eight-year old who dreams of being a cop. He watches police TV shows, knows police procedures, and plays cops and robbers with his friend Ray. One day, while snooping around in a warehouse, he witnesses a murder. He goes to the police, who want the information, but won't get it until they make Devon a cop. This is a Romeo and Juliet type tale based in Detroit, Michigan. Two young men, Zack, a white teen accused of "acting black" and Dee, an African American teen, defy racial lines and form a strong friendship. He finds another fresh face (an unbelievably young Peter Gallagher), whom he transforms from Guido the busboy into Caesare, a reclusive, mysterious singing sensation.
